Guam State Laws on Flag Burning, Desecration, Abuse

Guam: It is a misdemeanor to intentionally the American flag "or any other object of veneration by the public or a substantial segment thereof in any public place." Desecrate here is defined as "defacing, damaging, polluting or otherwise physically mistreating in a way that the person knows will outrage the sensibilities of persons likely to observe or discover his action."

Penalty: none specified.

Analysis:
Guam appears to have followed the lead of various American states by punishing people not so much for the act of "desecration," but only if and when the action is taken against some object which lots of people consider important and if the action is likely to get people mad. The same action taken against objects venerated by only a few people is not a crime, which means that some people's sensibilities are valued more highly than others'
