Definition:
In the constitution, apportionment refers to the fact that each of the states are supposed to get a number
of Representatives which are appropriate to its portion of the total population. Thus, if a state happens to
have 10% of the total population, then it should have 10% of the total number of Representatives in
the House of Representatives.
