Because of his status as king of the Gods, Zeus was also regarded as the guardian of political order and peace among humans as well. By virtue of the fact that his led a rebellion against his father, Kronos, and distributed divine authority among the various other gods he became guarantor of universal justice, respect, and political fairness. Through him and because of him, there can be a reconciliation of power, law, and of course violence.
Of course, he often had difficult maintaining order among the other gods, so it probably wasn't expected that he'd be entirely successful among humans, either. Human kings were expected to rule as justly and fairly as Zeus ruled the divine realm, but Zeus wasn't always a model ruler himself. Zeus was also treated as being the protector of guests.
