Analysis:
In Kentucky it's not just a crime to desecrate a flag, but also any "religious symbol" by a large enough segment of the population. This means that it's a crime to desecrate a crucifix because of the large numbers of Christians, but it wouldn't be a crime to desecrate something that is equally as venerated by a religious group which is only represented by a few people. Thus it's not the act of desecration which is criminalized so much as causing offense to a large enough number of people.
