Biography:
Benjamin Nathan Cardozo (1870-1938) was an Associate Justice on the Supreme Court and became well known for his liberal views. Appointed to replace Oliver Wendell Holmes, he upheld most of the New Deal measures advocated by President Roosevelt, including the Social Security Act and the National Labor Relations Act.

In particular, his opinion in the latter case helped to create a more expansive notion of the "general welfare" clause of the Constitution:

It is too late today for the argument to be heard with tolerance that in a crisis so extreme the use of the moneys of the nation to relieve the unemployed and their dependents is a use for any purpose narrower than the promotion of the general welfare.
