Definition: This term refers to any "unbeliever," which is anyone who is not a Muslim and who has not submitted to the will of God.
Often it is only used to refer to pagans and not Jews, Christians or Zoroastrians, because they are regarded as "people of the book," believers who follow an older, if superseded, revelation from God.
