Government Regulating U.S. Citizens' Actions Abroad

Americans aren't allowed to import and smoke Cuban cigars - that would be a violation of the trade embargo. What many may not realize, however, is that they also aren't allowed to smoke Cuban cigars abroad where importation and purchase are legal. Yes, Americans can be prosecuted for legal conduct committed abroad.

Voice of America reports:

Americans are barred from not only purchasing Cuban goods in foreign countries, but also from consuming them in those countries. The penalties for violating the prohibitions include maximum criminal fines for individuals of $250,000 and imprisonment for up to 10 years. Corporations can be fined as much as a million dollars.

So, a couple of puffs on a cigar in a country where it is legal could cost you $250,000. I wonder how long it will be before they begin to fine and prosecute people who consume drugs that are illegal here but legal elsewhere?
