God Proclaimed Foundation of Government

What is the foundation of government in America - the sovereign will of the people, or an autocratic god? In at least one North Carolina county, it's God - and they even voted on it. Of course, if the foundation of government were God, why would there need to be a vote? Isn't voting a sign of the sovereignty of the people?

Jeffrey S. Hampton wrote for The Virginian-Pilot :

“The values that made this country great appear to be under attack,” Martin said Tuesday. “I wholeheartedly support this resolution.” The Currituck vote was unanimous; no citizens spoke in opposition. ... “Fifty three of the 55 founders of our country spoke of how they were influenced by their belief in God and the Bible,” said Martin, a history teacher at Currituck High School. “Thomas Jefferson carried a Bible with him all the time.”

What Martin doesn't mention is the fact that Jefferson created his own Bible, cutting out all of the miracles and other supernatural events. I wonder if Martin believes in that Bible? Indeed, does he even know about it? He is a history teacher, but that doesn't mean he actually knows anything about the subject...
