Bishops' Power Unchanged

In the wake of the scandals over bishops who had secretly reassigned priests accused of sexually abusing children, a board of lay Catholics was created for the purpose of monitoring the extent to which bishops complied with their own policies on sexual abuse. But the board has little actual power while the bishops themselves continue to hold all the cards.
